Abstract

The Occitanie Region adopted a new Regional Intervention Plan for water in 2018. This plan is composed of three schemes, one of which is dedicated to the recovery of aquatic environments and wetlands that are facing increasing anthropogenic pressures in a context of uncertainties related to climate change. Subsidies are granted by the Region through this mechanism to local authorities and various project owners to finance the restoration of the proper functioning of watercourses and the preservation of their biodiversity. The Region's new responsibility for regional planning and its role as leader in the management of natural environments and their functionalities requires that the effectiveness and relevance of its actions be evaluated and reported. This raises the problem of developing methods for structuring information and tools to equip the Regions in a relevant manner for this purpose, as well as to enable local operators to coordinate with each other in an ecological perspective and to recover/maintain the functioning of aquatic environments in various contexts.

From a scientific point of view, the project aims to experiment with the "ecological contribution accounts" model (Feger, 2016), which is a proposal for a new "ecosystem-centered" accounting model with a practical purpose and intended for actors interacting strategically around the joint management of environmental problems in the territories. A major perspective of the use of this model is also to allow the evaluation of the combined effect and the effectiveness of contributions of different natures with regard to the formation of a targeted environmental result in order to better guide the steering of strategic action for the environment.

The thesis project is part of the MACO project (Milieux Aquatiques et Biodiversité, Comptabilité - Occitanie) which is financed for three years by the Occitanie Region (Service Eaux et Milieux Aquatiques and Service Biodiversité et Territoire), the RMC and Adour-Garonne Water Agencies and AgroParisTech. The thesis project and the MACO project are associated with the Ecological Accounting Partnership Chair.

The aim is to experiment on a large scale with the potential of the contribution account model to design new ecological accounts on the scale of three sites representative of the diversity of aquatic environments in Occitanie and of local project owners (a Regional Natural Park, river unions, naturalists, stakeholders, etc.). Interventions at the regional level in terms of the strategic management of aquatic environments and their biodiversity have the particularity of being situated at an intermediate level between :

  • on the one hand, various initiatives for multi-actor management of ecosystems in the region, for which the Region and its partners, the Water Agencies, play a role of support, particularly financial, as well as that of facilitator and integrator, in conjunction with local players (a Regional Natural Park, river unions, stakeholders, etc.)
  • and the State, which sets the framework for public policy in terms of environmental preservation and the major results objectives associated with it, for which it is accountable.

This thesis will contribute to this dynamic of research in biodiversity accounting, taking as its starting point and main anchor point recent research on the perimeter of ecosystems; that of the strategic and collective management of ecosystems. The development of the model is thus pursued within the framework of research and teaching at AgroParisTech and its experimentation represents one of the three scientific axes of the Ecological Accounting Chair
