Course objectives

The specific objective of this course is to present the theoretical framework of Strategic Environmental Management Analysis (SEMA) and in particular to understand its application in the context of both international environmental action and in developing countries.

Course contents

Strategic Environmental Management Analysis (SEMA) is a theoretical framework that allows an analysis of a given management situation to be based on a clearly expressed environmental concern. It shines a spotlight on the exercise of environmental responsibility in relation to the implementation of other collective responsibilities, within the context of a pluralistic debate.

By identifying the basic structures of environmental management situations, particularly in the context of the southern hemisphere, it provides the criteria which on the one hand explain the difficulties that prevent public policies on the environment from coming to the fore, as compared to other areas of public action – in particular development policies – yet on the other hand allow for the identification of room to manoeuvre in order to promote changes for better management of environmental issues.

This analytical framework is developed mainly for environmental issues which are "territorialised" and fall within the context of the southern hemisphere.

Teaching and learning methods

The course is based on two main themes:

  • Presentation of various research and intervention activities which put this analytical framework in place in particular in the context of the southern hemisphere, in order to set out working protocols of strategic analysis of environmental management.
  • A practical work for participants combining (i) critical analysis of environmental project documents that are in use in developing countries (ii) and the development of an alternative research and intervention study proposal which will mobilise the framework of the SEMA which will be submitted and discussed collectively at the end of the course.

Course evaluation

Active participation of the participants is required with the drafting of a proposal for an SEMA study which is to be subject to an oral presentation and will be assessed at the end of the course.

Understanding of how to mobilise Strategic Environmental Management Analysis (SEMA) in the context of action in developing countries.

Notes

This course also makes it possible to prepare the EU "evaluation of an environmental project in an international context", which takes place in the form of a group internship abroad.

This course is also a doctoral course and is open to short training course.

Entry requirements: preference will be given to participants who have completed the course "The sociology of Organised Action" (The course "Nature policies" is also advised although to a lesser extent).
